Full Time: IT Officer, Software Development at European Stability Mechanism (ESM) in Luxembourg

We are looking for an IT Officer focused on software development to join the IT and Operations team.

The selected person will report to the Head of the division.

The European Stability Mechanism (“ESM”) is the crisis resolution mechanism for euro area countries.

It provides financial assistance to Member States facing financing problems, and issues debt instruments to fund this financial support.

The ESM is a unique place to work with around 170 individuals committed to making a difference to the future of the euro area.

It recruits talented professionals from every nationality from both the private and public sector.


•Communicate with end-users, analyse, and document requirements

•Design and develop software solutions to meet requirements through team and individual efforts

•Write, optimise, and document source code and participate in peer reviews

•Create, document, and perform unit-, non-regression-, and integration-tests

•Contribute to improving internal processes

•Work in close cooperation with the Project Manager, coordinate with other teams

•Report status, risks, and issues pro-actively.


•Bachelor's degree or higher, preferably in Computer Science, Engineering, Physics, or Mathematics

•Ideally 3+ years of experience in a similar role

•Working proficiency in Visual Basic (development of Excel/Access macros)

•Working proficiency in a major object programming language, preferably Java

•Strong technical skills in operating systems (Windows is a must, Linux/Unix are desirable), SQL and HTML/XML required

•A good understanding of software development methodologies required

•Experience in Project Management Waterfall and/or Agile/Scrum required

•Experience working with Microsoft Sharepoint considered an advantage

•Experience with development tooling, such as version control systems (e.g., Git, Mercurial, or Subversion), build tools (e.

g., Maven, Gradle, or Ant), and test automation (e.

g., Selenium) considered an advantage

•Experience in the financial services industry, particularly the capital markets area, and with trading systems such as Murex or Calypso considered an advantage

•PMI/PMP, Prince2, Scrum alliance certifications considered an advantage


•Ability to learn new concepts and software quickly

•Self-motivated, solution- and customer-oriented

•Team spirit and ability to work independently

•Excellent communication skills in English, both written and oral

•Strong analytical and problem-solving skills

Contractual conditions: 2-year fixed term contract, with possibility of extension
